Leader Plan














The "Leader Plan" (“Plan”) is an empowerment programme established by Tsinghua University Education Foundation for farmers and supported by HKS Education Fund. Top scholars, successful leading professionals and entrepreneurs in industries, agriculture and farming formed the core group and participated in building the model to identify, educate and incubate potential young candidates in the community to be the “new villager entrepreneurs” contributing their experiences and connections through online and offline channels. These new entrants will become the leaders dedicated to implementing the new agricultural model catered for the betterment of the rural farmers in developing their careers with success.
Achievements:
- Developed a curriculum regarding rural development for better understanding of the public by China Agricultural University. Top academics, lecturers and experienced professionals in the agricultural industry participated in the Plan.
- Built mutual trust and support amongst the team to implement and manage the initiatives of the Plan.
- Established the “Rural Revitalisation Action” Group with online capabilities and managed by the team members voluntarily. It has now covered over 31 provinces, municipalities, and autonomous regions across Mainland China.
Awards:
2022
- The success of the Plan was commended by the Chinese Government and presented at the 51st Conference of the United Nations Human Rights Council in September 2022.
- The Plan was awarded first prize while also receiving a five-star rating in the "2022 Top 100 Projects for Social and Charity Competition" in August 2022.
- Recognised by the Ministry of Education, Mainland China and received three awards in 2022: (a) “Pilot Training Programme for Educational Revitalisation in Rural Area”. (b) “The 7th Typical Projects of Targeted Assistance in Higher Education Institutions;” and (c) “Model Project of University’s Pilot Programme for Rural Innovation”.
2021
- In November 2021, Southern Weekly announced the Project was ranked 14th amongst the “2021 Top 50 National Social Welfare Projects (Non-Corporate)”.
- In September 2021, the Project was commended by Western Region Talent Development Foundation of Mainland China as one of the excellent cases at the "Mainland China's Rural Revitalisation Talent Forum".

Vocational Training
In June 2007, HKS Education Fund sought the support from Lee Wai Lee Branch of Hong Kong Institute of Vocational Education to help Huaizi Secondary Vocational School in Jiangyin City, Jiangsu Province in setting up a three-year “Professional Course on Automotive and Maintenance Support”, mainly catered for junior high school students who were interested in pursuing a vocational career in automotive and maintenance. The curriculum covered not only the knowledge and practical training, but also courses on the development of morality, intelligence, physical fitness and aesthetic sense, aiming to equip the students with the physical and mental readiness when taking up the knowledge and practical experience in handling automobiles, becoming professionals in the field with the vertical capability to build the proper organisation structure and managing the processes successfully.
Best Car Apprentice Award Competition
HKS Education Fund sponsored the Institute’s “Study Tour Award Scheme” and “Automotive Apprenticeship Competition” to recognise outstanding students in the course.
Academy of Fine Arts Knitting Design, Research & Development Project
In December 2019, HKS Education Fund supported the research project of the Academy of Fine Arts, Tsinghua University which focused on the sustainable development of knitting technology and fashion design of knitwear products. The participants and the professors conducted related research and on-site visits before producing the designs, incorporating the factors of sustainability, technology and fashion on women’s knitted apparel as well as sportswear. The project achieved fruitful results as the design works from the project were featured in various domestic and overseas exhibitions and competitions, winning awards and recognitions.
